To President Trump!
November 4, 2026 [Today's Proposal]AI is not merely an automation technology. By utilizing it as a strategic advisor for sales, logistics, and market analysis, it has the potential to create a new growth model in which products are exported to global markets. I believe that by combining a “Balanced Countervailing Tariff” system with an AI-driven export strategy, it is possible to simultaneously reduce the U.S. trade deficit and create new employment opportunities. This is not a concept about selling AI-generated videos or software. Rather, what is important is a model in which AI serves as an advisor for sales, logistics, and market analysis, helping products reach markets throughout the world. (Yasuhiro Nagano)
1.【Large-Scale Expansion of Product Exports Is Necessary to Improve Trade Deficits】To improve the U.S. trade deficit, it is necessary to create hundreds of billions to one trillion dollars in new international trade. While prioritizing the expansion of exports of products manufactured in special economic zones, it is also important to comple-ment these efforts with exports of intellectual property and high-value-added services. (Yasuhiro Nagano)
2.【An AI-Driven Export Strategy Becomes a New Growth Sector】As AI-driven mar-ket analysis and multilingual support become more widespread, even small and me-dium-sized enterprises will be able to enter global markets efficiently. AI has the po-tential to function as a strategic advisor that supports exports. (Yasuhiro Nagano)
3.【Multilingual Sales Professionals Become Key Players in Global Market Develop-ment】By utilizing AI translation and market analysis, sales representatives will be able to approach customers around the world directly. They are expected to become core human resources supporting export expansion. (Yasuhiro Nagano)
4.【AI Dramatically Improves Sales Productivity】A single representative will be able to conduct business negotiations with multiple countries and companies simultane-ously. This may create an environment in which even small and medium-sized enter-prises can expand internationally more easily. (Yasuhiro Nagano)
5.【Expanding Exports Requires More International Sales Specialists】Significantly in-creasing product exports requires a large number of international sales professionals. With AI support, each individual’s ability to manage international business can im-prove substantially. (Yasuhiro Nagano)
6.【Demand for Logistics and Customs Specialists Will Also Increase】As exports grow, demand for professionals who support logistics management and customs op-erations will also rise. AI serves as a support tool, but human judgment remains es-sential. (Yasuhiro Nagano)
7.【International Logistics Coordinators Will Continue to Play a Critical Role】Even as automation advances, humans will still be required to manage problems and conduct final reviews. As export volumes increase, the value of specialized professionals will grow accordingly. (Yasuhiro Nagano)
8.【The Logistics Industry Has Significant Job Creation Potential】The growth of cross-border e-commerce and international logistics will have spillover effects on re-lated industries, including logistics, customs services, and payment systems. This has the potential to broaden the entire export ecosystem. (Yasuhiro Nagano)
9.【Professionals Who Understand Local Markets Enhance Competitiveness】Individuals who can design sales strategies tailored to local cultures and business practices are highly valuable. Collaboration between AI and human expertise is ex-pected to improve success rates in market development. (Yasuhiro Nagano)
10.【Generative AI Supports Global-Scale Marketing】By streamlining the creation of multilingual advertisements and business proposals, generative AI can accelerate sales activities directed toward global markets. This becomes an important foundation for supporting product exports. (Yasuhiro Nagano)
11.【New Professional Roles Focused on Global Markets Will Emerge】The im-portance of professionals responsible for sales, public relations, and market analysis will continue to increase. Global market development itself may become a new growth industry. (Yasuhiro Nagano)
12.【AI-Driven Export Industries Can Create Large-Scale Employment】When inter-national sales, logistics, and marketing sectors are combined, substantial new em-ployment opportunities can be expected. AI does not merely replace jobs; it also has the potential to create entirely new forms of work. (Yasuhiro Nagano)
13.【AI Trade Directors Could Become the Largest Source of Job Creation】If hun-dreds of thousands of small and medium-sized enterprises with global sales channels emerge and each company employs one or two AI Trade Directors, it may be possible to create between 500,000 and 800,000 white-collar jobs across the United States. This is attracting attention as a new professional role in the AI era. (Yasuhiro Naga-no)
14.【Reskilling Connects Unemployment Solutions with Export Expansion】By retrain-ing workers affected by AI and guiding them into international sales and market de-velopment, it may be possible to simultaneously address unemployment concerns and increase external demand through exports. (Yasuhiro Nagano)
15.【AI and White-Collar Expertise Can Create a New Export Model】While China achieved growth through large-scale labor-intensive platform strategies, the United States may be able to build a model that exports products to global markets by com-bining highly skilled white-collar expertise with cutting-edge generative AI. If such a model can be established, my proposal of simultaneously reducing unemployment and improving trade deficits may move closer to becoming a realistic policy option worthy of serious discussion. 1. Weekday Edition (Logical Contradictions in Immigration Law Violation Cases - Chapters 1-2)
Part 2: The Immigration Control Act Violation Case [Weekday Edition]
Japan’s judicial system and immigration administration involve severe human rights violations that challenge international standards. Through my own experience, I strongly question Japan's status as a constitutional state governed by the rule of law.
Please first read how I was wrongfully implicated in a case of "Aiding and Abetting the Violation of the Immigration Control Act" in 2010.

[Chapter 1] Case Overview
Autumn 2008: My company (where I serve as President) executed an employment contract with Chinese students holding student visas, promising to hire them upon their university graduation the following spring.
Late 2008: The Lehman Brothers bankruptcy triggered a global financial crisis, resulting in the abrupt cancellation of our upcoming system development projects.
2009: Due to the severe economic downturn, we were forced to rescind the job offers. Consequently, the graduated students had no choice but to continue working at the restaurants where they had been employed part-time during their studies.
May 2010: These former Chinese students were arrested for "Activities Other Than Those Permitted Under the Status of Residence" (Violation of Article 70 of the Immigration Control Act).
June 2010: I and our Chinese recruitment manager were also arrested. The charge brought against us was "Aiding and Abetting" (under the Penal Code) their unauthorized technical employment.
The Prosecution’s Logic: The prosecution asserted that our prior issuance of the employment contract constituted a "false document," which subsequently aided their unauthorized work.
[Chapter 2] Fatal Flaws in Judicial Interpretation
This indictment and subsequent judgment completely disregard fundamental legal principles, relying on an entirely arbitrary interpretation of the law.
Under Article 22-4, Paragraph 1, Item 4 of the Immigration Control Act at that time, submitting false documents merely granted the Minister of Justice the authority to revoke a residency status as an administrative disposition (leading to deportation). The act of submitting false documents itself was not codified as a criminal offense. Logically, one cannot be convicted of "aiding and abetting" an act that is not a crime in itself.
The court’s reasoning followed a convoluted chain of causality:
A residency status was obtained via a false employment contract.
The individuals resided in Japan based on that status.
Consequently, they engaged in unauthorized part-time work.
Therefore, the issuer of the initial contract aided and abetted the unauthorized work.
This is a far-fetched, flawed causal link that completely violates the principles of modern legal logic.
[My Argument]
Confusion of Administrative Dispositions and Criminal Penalties: The Immigration Control Act explicitly designates the consequences for false documentation as administrative measures (revocation of status and deportation). The legal process concludes there.
Absence of a Principal Offender: The actual employers of the restaurants where the students worked were never prosecuted for "Encouraging Illegal Employment" (Article 73-2 of the Immigration Control Act). Under the principle of equality under the law, it is a legal contradiction to punish us for aiding and abetting when the principal employers themselves were not prosecuted.
This same flawed legal doctrine was later improperly applied to diplomats and embassy staff.

Part 3: A New Business Model via Special Economic Zones
I propose the establishment of "Special Economic Zones" designed to accept refugees and migrants as "temporary migrant workers," with their residency restricted to these designated zones.
This framework offers a dual benefit: advanced nations secure low-cost labor to drive economic growth, while migrants receive human dignity, secure jobs, and free access to housing, food, healthcare, and education.
