and produce products (parts) that emit a lot of CO2. Developed countries can reduce CO2. 

Developing countries have an opportunity to escape poverty through "industrialization." 

"Developing countries" should imitate China's "excuse". 

The "Paris Treaty" makes the world China. This is because the Paris Treaty makes China an exception.

I continue to propose to the United States to accept poor people from Latin America as "provisional immigrants."

The "accepting area" is the "special zone" on the Mexican border.
