2018-05-16: Please rescue the victims of "humanitarian crime" in illegal "violation of immigration law" by government officials in Japan.


Dear Sirs, I am Japanese. Please rescue the victims of human rights abuses in your country's "illegal work" by the Japanese government.

In Japan, traditional immigration laws have been used, and simple and unskilled workers have taken measures not to enter the country.

However since 2005 the number of illegal workers has increased sharply,
As a countermeasure against it, Article 73-2 (crime of promoting illegal employment) was set up in 2009 amendment to Immigration Control Act.

Article 73 - A person who falls under any of the following items shall be punished by imprisonment with work for not more than 3 years or a fine of not more than 3 million yen,
Or both.

I write each issue tomorrow.

Importantly, the source of illegal work crime is an employer.

If a judicial punishes an illegal employer under Article 73 2 (a crime promoting illegal employment)
Foreigners will not be able to work illegally.

The problem is that the police and the prosecutors will collaborate with the businesses and not punish illegal businesses.

In the United States, it is the same as police officers in sanctuary cities that do not arrest illegal immigrants.
I believe President Trump and many Americans will surely understand my argument.

Governments of each country should ask the Japanese government to rescue their citizens who have suffered human rights violations by the Japanese government.

Around 9 a.m. ET, the U.S. opened its new embassy in Jerusalem, Israel. “When I came into office, I promised to look at the world’s challenges with open eyes and very fresh thinking,” President Trump said when announcing the move in December. “We cannot solve our problems by making the same failed assumptions.”
The move honors a bipartisan wish dating more than two decades. Every President since Bill Clinton has expressed support for the idea of Jerusalem as Israel’s capital. Last year, the Senate unanimously reaffirmed a 1995 law calling for the U.S. Embassy in Tel Aviv to be relocated to the holy city.
The Administration continues to work toward a lasting peace agreement between the Israelis and Palestinians. Recognition of Jerusalem as Israel’s capital is a necessary condition for such a deal. The President also supports preserving the status quo at Jerusalem’s holy sites.

I will explain immigration law.

Foreigners who are not qualified to work, if they work illegally and earn money,
are criminalized under "illegal workers crime."

The legal basis is 70-4 of the Immigration Act (illegal work outside the status of residence).

Article 70 Any person who falls under any of the following items shall be punished
by imprisonment with or without work for not more than 3 years
or a fine of not more than 3 million yen,
or both jailed for imprisonment with or imprisonment without work and a fine.

1 A person who entered Japan in violation of Article 3
2 Person who landed in Japan without receiving permission etc. of landing from the immigration inspector
3 Those rescued from the status of residence and remaining in Japan
(4) A person who is clearly recognized to be exclusively engaged in activities to operate a business involving income or to receive remuneration in violation of Article 19, paragraph 1.
