It is dangerous for parliamentarians to leave the administrative system to "bureaucrats" 

without knowing "digital administration".

What do you do with "new digital department (in the government)"? 

Japan falls to 14th place in the "World E-Government Ranking 2020" e-Government Ranking!

Japan is lagging behind the rest of the world in the progress of e-government. 

In order to break through this situation, the "Kan Cabinet", which was established on the 16th, 

has begun to "establish" the "new digital department (in the government)".

The first thing Mr. Suga wants to promote is the "spreading" of "My Number Card."

I think it is difficult to popularize "My Number Card".

The public does not trust the "management of the protection of personal information of the government".

Without "people's trust", "e-government" cannot be promoted.

There is something to do before "My Number Card".

It is to package the "administrative system" of the "local government". 

The total number of prefectures in Japan is 47. The total number of cities, 

towns and villages in Japan is 1724. The administrative system 

of prefectures and municipalities should package them one by one.

The reason we can't do one is because we lose the politician's "right of interest = right of special interest". 

And the opposite of "public servants".

It is located in an administrative organization that is divided lengthwise.

Bank mergers are currently the focus of attention. Private companies have also developed their own systems, 

but they cannot bear the burden of development costs and mergers are progressing.

What should be done before the establishment 

of the "Digital Agency" is to resolve the digital divide of politicians.

And various "rights of interest (rights of special interests)" should be "excluded".

and bureaucrats are replaced.

that "I am not guilty" as the reason for the amendment. 

Reason: Amend from "cannot be punished" to "can be punished".
