To President Trump!
July 3, 2026 [Today's Proposal]To shatter the cruel reality of elderly welfare in the United States, resort-style, low-cost "elderly care facilities" must be constructed with-in the "Special Zone" on the Mexican border, employing provisional immigrants as caregivers so that American citizens can secure a peaceful retirement at one-tenth of the conventional cost.
1.America's Cruel Elderly Welfare and the Solution via the Mexican Border
Elderly welfare in the United States is cruel, leaving citizens unable to face retirement with peace of mind or work confidently for their nation. I propose constructing and providing low-cost "elderly care facilities" within the Special Zone on the Mexican border.(Yasuhiro Nagano)
2.The Absolute Unattainability of Million-Yen-a-Month US Facilities
Even if one has a monthly pension of 300,000 yen, nursing homes and other facili-ties in America—which cost 1 million yen a month—are completely out of reach. De-spite the difference in price levels, this current situation looks utterly crazy to Japa-nese observers.(Yasuhiro Nagano)
3.The Distortion of Medicaid Forcing the Exhaustion of Personal Assets
Exhausting all assets to qualify for "Medicaid" is the largest safety net in American welfare, yet it simultaneously acts as a system that deeply distresses countless fami-lies. This reality is completely crazy.(Yasuhiro Nagano)
4.Application Requirements Demanding Near-Zero Assets Wounding Personal Pride
One cannot apply for Medicaid until bank savings and personal assets are reduced to practically zero (under $2,000 in most states), completely spending them on one's own medical and care costs. This severely wounds the recipient's pride.(Yasuhiro Na-gano)
5.The Cruelty of Forcing Family Care at Home Due to Unaffordable Fees
When families cannot afford facility fees or refuse to place their loved ones in sub-standard environments, they are left with no choice but to opt for "family care at home." This is an incredibly cruel way to treat citizens who spent their lives working for America.(Yasuhiro Nagano)
6.The Double Burden of Career Sacrifices and Questions for Mr. Trump
The number of people forced to leave their jobs to provide care (caregivers) is sky-rocketing in America, and falling into a double economic burden has become a severe social crisis. Does Mr. Trump actually know the reality of this situation?(Yasuhiro Na-gano)
7.A Concept to Utilize Parts of the Special Zone for Elderly Resort Facilities
While I propose the Special Zone on the Mexican border primarily as an industrial factory zone, I simultaneously propose utilizing designated areas within it as "resort lands for elderly facilities."(Yasuhiro Nagano)
8.High Labor Cost Ratios Burdening the Operation of US Elderly Facilities
Within the operating expenses of elderly facilities inside the United States, the ratio occupied by personnel costs (salaries and employee benefits) is generally said to sit at a very high level of around 50% to 70%.(Yasuhiro Nagano)
9.A System Employing Provisional Immigrants as Apprentice Caregivers
The Special Zone is an area populated by a workforce with wages lower than those in China; among these provisional immigrants, those wishing to work in caregiving will be employed at these facilities as "apprentice caregivers."(Yasuhiro Nagano)
10.Peace of Mind Enabled by Admission Fees at One-Tenth of Urban Rates
By establishing this employment model, elderly facilities in the Special Zone can be offered at an overwhelmingly low cost—roughly "one-tenth" of urban rates—allowing average income earners to spend their later years in absolute security.(Yasuhiro Na-gano)
11.Frequent Family Interactions Sustained by Remaining Within US Borders
There are many elderly citizens who do not wish to migrate overseas to places like the Philippines. However, because the "Mexican Border Special Zone" is located in-side US territory, families can frequently travel back and forth to maintain close con-tact.(Yasuhiro Nagano)
12.Rich Retirement in a Leisure Resort and the Endorsement of Democrats
This facility will allow the elderly to enjoy a rich retirement filled with leisure activities such as golf and fishing. If Mr. Trump delivers a speech on this Special Zone concept, even opposition Democrats will surely agree.(Yasuhiro Nagano)
13.The Special Zone as the Foundation for Attracting Global Factories
Before anything else, Mr. Trump must initiate the construction of the "Special Zone" as industrial factory land. Factories from all over the world will rapidly advance into this zone to employ this low-wage workforce.(Yasuhiro Nagano)
14.Achieving Campaign Promises and Reclaiming the World's Factory Without War
Simply by constructing this "Special Zone," almost all of the campaign promises raised by Mr. Trump will automatically be achieved. Without engaging in war, the US can completely surpass China and reclaim its status as the "world's factory."(Yasuhiro Nagano)
15.A Funding Mechanism Utilizing Zero Dollars of American Taxpayer Money
Not a single dollar of American taxpayer money will be used to construct this Special Zone. The construction costs will be funded via private bank loans backed by US gov-ernment guarantees, to be repaid through the sale and lease of advanced factory plots.(Yasuhiro Nagano)
16.A Feasible Business Plan Securing a Brighter Future for America
If this Special Zone blueprint is presented, banks will compete to extend financing because my proposal is a completely viable business plan. Coexisting with provisional immigrants will undeniably guarantee a bright future for America.(Yasuhiro Nagano)

Part 2: The Immigration Control Act Violation Case [Weekday Edition]
Japan’s judicial system and immigration administration involve severe human rights violations that challenge international standards. Through my own experience, I strongly question Japan's status as a constitutional state governed by the rule of law.
Please first read how I was wrongfully implicated in a case of "Aiding and Abetting the Violation of the Immigration Control Act" in 2010.

[Chapter 1] Case Overview
Autumn 2008: My company (where I serve as President) executed an employment contract with Chinese students holding student visas, promising to hire them upon their university graduation the following spring.
Late 2008: The Lehman Brothers bankruptcy triggered a global financial crisis, resulting in the abrupt cancellation of our upcoming system development projects.
2009: Due to the severe economic downturn, we were forced to rescind the job offers. Consequently, the graduated students had no choice but to continue working at the restaurants where they had been employed part-time during their studies.
May 2010: These former Chinese students were arrested for "Activities Other Than Those Permitted Under the Status of Residence" (Violation of Article 70 of the Immigration Control Act).
June 2010: I and our Chinese recruitment manager were also arrested. The charge brought against us was "Aiding and Abetting" (under the Penal Code) their unauthorized technical employment.
The Prosecution’s Logic: The prosecution asserted that our prior issuance of the employment contract constituted a "false document," which subsequently aided their unauthorized work.
[Chapter 2] Fatal Flaws in Judicial Interpretation
This indictment and subsequent judgment completely disregard fundamental legal principles, relying on an entirely arbitrary interpretation of the law.
Under Article 22-4, Paragraph 1, Item 4 of the Immigration Control Act at that time, submitting false documents merely granted the Minister of Justice the authority to revoke a residency status as an administrative disposition (leading to deportation). The act of submitting false documents itself was not codified as a criminal offense. Logically, one cannot be convicted of "aiding and abetting" an act that is not a crime in itself.
The court’s reasoning followed a convoluted chain of causality:
A residency status was obtained via a false employment contract.
The individuals resided in Japan based on that status.
Consequently, they engaged in unauthorized part-time work.
Therefore, the issuer of the initial contract aided and abetted the unauthorized work.
This is a far-fetched, flawed causal link that completely violates the principles of modern legal logic.
[My Argument]
Confusion of Administrative Dispositions and Criminal Penalties: The Immigration Control Act explicitly designates the consequences for false documentation as administrative measures (revocation of status and deportation). The legal process concludes there.
Absence of a Principal Offender: The actual employers of the restaurants where the students worked were never prosecuted for "Encouraging Illegal Employment" (Article 73-2 of the Immigration Control Act). Under the principle of equality under the law, it is a legal contradiction to punish us for aiding and abetting when the principal employers themselves were not prosecuted.
This same flawed legal doctrine was later improperly applied to diplomats and embassy staff.
Continued in the Saturday Edition.
Part 3: A New Business Model via Special Economic Zones
I propose the establishment of "Special Economic Zones" designed to accept refugees and migrants as "temporary migrant workers," with their residency restricted to these designated zones.
This framework offers a dual benefit: advanced nations secure low-cost labor to drive economic growth, while migrants receive human dignity, secure jobs, and free access to housing, food, healthcare, and education.
