To President Trump!
July 17, 2026【Today's Proposal】Resolving the Migrant/Refugee Issue and Es-tablishing an Economic Division of Labor through "Special Zones"
1.【Key to the Economy】Success of Special Zones and China’s TPP Accession
The success of production in Special Zones increases demand for parts, which in turn boosts domestic employment. The key to maximizing this cycle is China's accession to the TPP. (Yasuhiro Nagano)
2.【Limitations of Domestic Industry】The Contradiction of Protectionism via High Tariffs
If a country attempts to manufacture everything on its own, it will lose to cheaper Chinese products due to wage disparities. If it protects domestic industry with high tariffs, it will invite inflation and fatigue the domestic economy. (Yasuhiro Nagano)
3.【New Economic Theory】Introduction of "Equilibrium Countervailing Tariffs"
Major consumer nations should adopt a combination of high-tariff policies and what I call "Equilibrium Countervailing Tariffs." This promotes exports, renders tariffs effec-tively zero, and allows for the resolution of trade deficits without inflation. (Yasuhiro Nagano)
4.【Mechanism of Offsetting】Applying High Tariffs to Net Imports
High tariffs are applied to the net import amount of an importing firm (Import value minus Export value). If Chinese firms import U.S. products, they can export their own products duty-free—a logic designed to expand global trade. (Yasuhiro Nagano)
5.【Brand Revival】Redefining "Made in France"
France’s apparel industry can regain competitiveness by sewing in Special Zones like Algeria and conducting final processes at home. This is a strategy to reclaim the pride of "Made in France." (Yasuhiro Nagano)
6.【Satellite Plan】Expansion Across Africa
I plan to build "satellite factories" across Africa, starting from the Algerian Special Zone. Algeria's success will serve as a role model to be spread throughout the African continent. (Yasuhiro Nagano)
7.【Win-Win Relationship】France Solidarity with Africa
France will build a true partnership with African nations. By standing in solidarity with Africa, France can gain a competitive advantage in the global struggle against China. (Yasuhiro Nagano)
8.【US-UK Joint Strategy】Joint Operation in the Philippines
The UK and the US will jointly build a "Special Zone" on Cebu Island in the Philip-pines. By accepting migrants and refugees from the Middle East as "provisional mi-grants," they will create a new hub for manufacturing and logistics. (Yasuhiro Naga-no)
9.【Nearshoring】Exporting British Brands utilizing the TPP
Through a nearshoring strategy that utilizes the TPP to produce in the Philippines, British brands can be exported to Japan and China more cheaply than Chinese prod-ucts. This requires China and the Philippines to join the TPP. (Yasuhiro Nagano)
10.【Aggressive Shift】Challenging the Chinese Market
By producing in Special Zones jointly operated by the US and UK, we will aggressively target the Chinese market. As Western nations gain a manufacturing cost advantage, the balance of power will shift completely. (Yasuhiro Nagano)
11.【Reversal of Trade Deficits】A Realistic Warning to Xi Jinping
The trade surplus once enjoyed by China will now be seized by the West. Xi Jinping will find himself in the position of suffering from a trade deficit. (Yasuhiro Nagano)
12.【Agreeing to Equilibrium】Support for Trump's Policies
China, suffering from trade deficits, should be the first to agree to the "Equilibrium Countervailing Tariffs" that Trump is likely to announce soon. My theory is the only exit to resolve trade deficits. (Yasuhiro Nagano)
13.【Diplomatic Proposal】Dialogue Beyond the "Deep State"
If Trump is manipulated by the "Deep State" and fails to introduce Equilibrium Coun-tervailing Tariffs, Xi Jinping should propose the adoption of my theory to Trump him-self. Diplomacy aimed at global economic stability is necessary. (Yasuhiro Nagano)
14.【Military Balance】Formation of a Three-Power Military Alliance (G3MA)
The US, China, and Russia should form a "Three-Power Military Alliance (G3MA)" and turn the world into a group of "exclusively defense-oriented" nations. This will main-tain the current military balance and realize a world without war. (Yasuhiro Nagano)
15.【Future Outlook】Balancing Peace and Prosperity
By restructuring the economy through Equilibrium Countervailing Tariffs and stabiliz-ing the military balance through G3MA, we can simultaneously resolve migration is-sues, trade deficits, and war. This is my comprehensive proposal. (Yasuhiro Nagano)

1. Weekday Edition (Logical Contradictions in Immigration Law Violation Cases - Chapters 1-2)
Part 2: The Immigration Control Act Violation Case [Weekday Edition]
Japan’s judicial system and immigration administration involve severe human rights violations that challenge international standards. Through my own experience, I strongly question Japan's status as a constitutional state governed by the rule of law.
Please first read how I was wrongfully implicated in a case of "Aiding and Abetting the Violation of the Immigration Control Act" in 2010.

[Chapter 1] Case Overview
Autumn 2008: My company (where I serve as President) executed an employment contract with Chinese students holding student visas, promising to hire them upon their university graduation the following spring.
Late 2008: The Lehman Brothers bankruptcy triggered a global financial crisis, resulting in the abrupt cancellation of our upcoming system development projects.
2009: Due to the severe economic downturn, we were forced to rescind the job offers. Consequently, the graduated students had no choice but to continue working at the restaurants where they had been employed part-time during their studies.
May 2010: These former Chinese students were arrested for "Activities Other Than Those Permitted Under the Status of Residence" (Violation of Article 70 of the Immigration Control Act).
June 2010: I and our Chinese recruitment manager were also arrested. The charge brought against us was "Aiding and Abetting" (under the Penal Code) their unauthorized technical employment.
The Prosecution’s Logic: The prosecution asserted that our prior issuance of the employment contract constituted a "false document," which subsequently aided their unauthorized work.
[Chapter 2] Fatal Flaws in Judicial Interpretation
This indictment and subsequent judgment completely disregard fundamental legal principles, relying on an entirely arbitrary interpretation of the law.
Under Article 22-4, Paragraph 1, Item 4 of the Immigration Control Act at that time, submitting false documents merely granted the Minister of Justice the authority to revoke a residency status as an administrative disposition (leading to deportation). The act of submitting false documents itself was not codified as a criminal offense. Logically, one cannot be convicted of "aiding and abetting" an act that is not a crime in itself.
The court’s reasoning followed a convoluted chain of causality:
A residency status was obtained via a false employment contract.
The individuals resided in Japan based on that status.
Consequently, they engaged in unauthorized part-time work.
Therefore, the issuer of the initial contract aided and abetted the unauthorized work.
This is a far-fetched, flawed causal link that completely violates the principles of modern legal logic.
[My Argument]
Confusion of Administrative Dispositions and Criminal Penalties: The Immigration Control Act explicitly designates the consequences for false documentation as administrative measures (revocation of status and deportation). The legal process concludes there.
Absence of a Principal Offender: The actual employers of the restaurants where the students worked were never prosecuted for "Encouraging Illegal Employment" (Article 73-2 of the Immigration Control Act). Under the principle of equality under the law, it is a legal contradiction to punish us for aiding and abetting when the principal employers themselves were not prosecuted.
This same flawed legal doctrine was later improperly applied to diplomats and embassy staff.
Continued in the Saturday Edition.
Part 3: A New Business Model via Special Economic Zones
I propose the establishment of "Special Economic Zones" designed to accept refugees and migrants as "temporary migrant workers," with their residency restricted to these designated zones.
This framework offers a dual benefit: advanced nations secure low-cost labor to drive economic growth, while migrants receive human dignity, secure jobs, and free access to housing, food, healthcare, and education.
