原子力機構の高温ガス炉ＨＴＴＲは、原子力規制委員会による安全審査で稼働を停止しているが、

ポーランド国立原子力研究センターの高温ガス炉研究開発に協力することで、

海外を舞台に技術力をさらに高める計画だ。

「高温ガス炉」（ＨＴＴＲ）は発電と一緒に水素も製造できる優れものです。

水を使わないので安心安全な「原子力発電」です。

各国の政府は、安全の証として「ＨＴＴＲ」を軍事施設や警察施設に設置するべきです。

日本政府は原子力政策で失敗しました。

それで国民の信頼がありません。日本は（原子力ロボット）「鉄腕アトム」の国です。

米国とその同盟国が共同開発をすれば国民は安全性を理解します。

水素製造に活用する研究を進めてきた。その結果、安定的に水素を製造できる見通しが立った。

この技術は、政府が７月に発表した新しい「エネルギー基本計画」の原案で重要課題に位置づけられた。

中国は実用間近！中国も高温ガス炉を「先進原子力発電設備」の１つに選定して、開発に国力を注入している。

清華大学の高温ガス研究炉「ＨＴＲ―１０」の運転開始は２０００年。

高温ガス商用炉プラント（電気出力１２０万キロワット）は小型モジュール炉の設計思想を踏まえている。

高温ガス炉は安全性が極めて高い半面、構造的に大型化できないが、

小型でも複数基を束ねれば一般的な大型原発に匹敵する電気出力を持たせられる。

国際市場での価格競争では、日本製より優位に立つとみられるが、

炉心の熱を出口に運ぶヘリウムガスの温度は日本製より２００度も低い。

だから中国製では水素製造も困難だし、高効率のガスタービン発電も行えない。

性能は日本製に及ばないものの、間もなく実証炉が動きだす。

それに続く商用炉の開発が順調に進めば、中国製高温ガス炉が世界市場を席巻することになりかねない。
