Last week I "proposed" a joint development project between North Korea and Russia.
Among them, I think that the "biggest business" of Russia and North Korea is the development
and sale of small nuclear reactors.
There are two major issues that hinder this business.
First, problems arise when "small nuclear reactors" are deployed around the world.
One is the concern that "small nuclear reactors" will be "attacked" by "terrorists"
and deprived of "nuclear fuel."
To solve this problem, I argue that the location
of "small reactors" should be limited to military (SDF) bases or police facilities.
The reason is that security is perfect.
And "small nuclear reactors" are "to prove" that they are safe for humans.
The other is that the government
that purchased the "small nuclear reactor" may divert "nuclear fuel" to "nuclear weapons."
I think that in order to solve these problems,
the nation that sold the "small reactor" should be "mandated"
to manage the "small reactor" to which it is sold.
However, the "international community" cannot "permit" the "current North Korea"
to sell "small nuclear reactors" to African countries.
However, North Korea, the manufacturer of "small nuclear reactors,"
should outsource sales to Russia, which is co-developed.
The sale should be done by Russia and the concern about this issue should be resolved.
The second major is the production of hydrogen by "steam reforming".
The United States produces 9 million tonnes of hydrogen annually,
most of which comes from "steam reforming" from "natural gas."
In 2004, the worldwide production of ammonia using hydrogen obtained
from "steam reforming" was 109 million tons.
"Steam reforming" requires "high temperature steam",
but this heat can be produced at low cost by using the "waste heat" of the "small nuclear reactor".
The problem is that it burns fossil fuels as an energy source,
so it emits "CO2" as a disadvantage. Considering the disposal cost of "CO2",
the production cost of "hydrogen" increases.
Therefore, "product development" with "CO2" as a "resource" is necessary.
Russia should "gather" researchers in this "product development".
