Article 38 of the National Security Law stipulates that "this law will be applied even if a person who does not have a permanent residence in the Hong Kong Special Administrative Region commits the prescribed offense outside Hong Kong." Hong Kong judicial officials say "it covers 8 billion people worldwide". The whole world is not one of China.
