第１部。英政府は7月１日、約300万人の香港市民を対象に英国への移住を認める方針を明らかにした。

中国が制定した香港国家安全維持法を巡り、英中間の緊張が一段と高まる可能性がある。

ジョンソン首相は下院での演説で、国家安全法は1984年に英国と中国が調印した共同宣言に違反していると言明した。

不法就労で在留資格以外で収入を得た外国人は入管法70条違反です。

しかし入管法は、不法就労をさせた事業者を入管法73－2条で処罰しています。

しかし、不法に働かせた事業者を処罰せずに外国人だけを恣意的に処罰するのは国際法違反です。

よって、法の論理で不法に働かされた外国人は無罪です。

被害者は、告発状の記載の以外に、大勢の外国人です。

日本政府は「人権条約」を守る義務があります。

※基本的な法律に基づかない「逮捕・監禁」

※外国人を「恣意的に処罰する行為」
