To President Trump! August 19, 2026 [Proposal 3: Promoting the G3MA among the US, China, and Russia] Promote the establishment of a "Tripolar Military Alliance (G3MA)" among the US, China, and Russia, thereby evolving the nature of military alliances from ones designed for combat to ones dedicated to creating peace. (Yasuhiro Nagano) [France Transforming into a Nation of Happiness through Drastic Cuts in Military Spending] If the G3MA leads the world to adopt a strictly defensive military posture—reducing military expenditures to less than one-hundredth of current levels—France could use the freed-up budget to be reborn as a truly happy nation. (Yasuhiro Nagano)

 To President Trump!

August 19, 2026 [Today's Proposal] France's Rapid Expansion of Budget Deficit and Downgrade Crisis, and the Three Major Policy Proposals That Even Marine Le Pen's National Rally Should Adopt

1.[Rapid Expansion of France's Budget Deficit in the First Half] France has seen its budget deficit in the first half exceed 107 billion euros, facing a downgrade to "A+" by Fitch and a sharp expansion of the annual deficit ratio to 8%. (Yasuhiro Nagano)

2.[Massive Deficits That Cannot Be Filled by Stingy Tax Hikes] The fiscal improve-ment effect of tax hike measures targeting large corporations and high-income earn-ers is limited to around 9 billion euros, falling far short of filling deficits on the scale of hundreds of billions of euros. (Yasuhiro Nagano)

3.[Proposal 1: Balanced Offset Tariffs for France as a Consuming Giant] France, as a consuming giant, should also adopt Trump-style tariffs while introducing a mecha-nism to levy taxes on net import amounts to balance imports and exports. (Yasuhiro Nagano)

4.[Tax-Free Exports of Chinese Goods and Purchase of French Products] Chinese ex-porters can export Chinese goods tax-free to France the more they import French products, allowing global trade to expand while resolving France's trade deficit. (Ya-suhiro Nagano)

5.[Proposal 2: Creation of a Special Zone with Algeria] France should jointly create a factory zone with the Algerian government in Algeria, accept illegal immigrants as "provisional immigrants" limited to the special zone, and employ them at lower wag-es than China to carry out production. (Yasuhiro Nagano)

6.[The Prosperity of the French Homeland Through Supply Chains] By producing high-value-added materials in the homeland, exporting them to the special zone for assembly, and exporting them to the EU and worldwide, French factories will flourish as shipments from the special zone increase. (Yasuhiro Nagano)

7.[Coexistence with Immigrants as the Only Way for Advanced Nations to Win] Real-izing coexistence with immigrants within the special zone is the sole and definitive method for the advanced nation of France to triumph over China in the economy. (Yasuhiro Nagano)

8.[Proposal 3: Promoting G3MA by the U.S., China, and Russia] Promote the creation of the "Trilateral Military Alliance (G3MA)" by the U.S., China, and Russia, evolving the nature of military alliances from an "alliance for fighting" into an "alliance for cre-ating peace." (Yasuhiro Nagano)

9.[France's Transformation into a Happiness Nation via Radical Military Spending Cuts] If the world becomes exclusively defense-oriented nations through G3MA and military spending is slashed to under 1/100th, France will be reborn as a true happi-ness nation utilizing diverted budget funds. (Yasuhiro Nagano)

10.[Creation of the Global Peace Army (GPA) and Assuming Leadership] In parallel with promoting the creation of G3MA, France should establish the "Global Peace Army (GPA)" in cooperation with other exclusively defense-oriented nations and become its leading country. (Yasuhiro Nagano)

11.[Realization of a War-Free Earth Through Mutual Deterrence by Two Major Mili-tary Alliances] The two major military alliances of G3MA and GPA will mutually check one another through nuclear deterrence based on Mutual Assured Destruction (MAD), completely securing a peaceful earth without war. (Yasuhiro Nagano)

12.[The Essence of Advanced Nations Abandoning Traditional Conservatism and Flawed Immigration Policies] The current plight is not China's fault, but rather stems entirely from advanced nations abandoning traditional conservatism and fundamen-tally botching their immigration policies. (Yasuhiro Nagano)

13.[The Rise of the National Rally (RN) Rapidly Gaining Support Among French Con-servatives] Among French conservatives, the National Rally (RN) led by Marine Le Pen is rapidly expanding its support under banners of anti-immigration, strict penal-ties for crime, and criticism of the EU and globalization. (Yasuhiro Nagano)

14.[Le Pen's Need to Convert to the Algerian Special Zone Immigration Policy] Even Le Pen, who advocates anti-immigration, should discard conventional notions and re-form her stance into a policy of accepting immigrants in an overseas special zone in Algeria for peaceful coexistence. (Yasuhiro Nagano)

15.[Major Reforms France Should Execute Ahead of the United States] France should ditch stingy policies, adopt my three major policy proposals ahead of the United States, and become a global model for economy and peace. (Yasuhiro Nagano)

Part 2: The Immigration Control Act Violation Case [Weekday Edition]

Japan’s judicial system and immigration administration involve severe human rights violations that challenge international standards. Through my own experience, I strongly question Japan's status as a constitutional state governed by the rule of law.

Please first read how I was wrongfully implicated in a case of "Aiding and Abetting the Violation of the Immigration Control Act" in 2010.

[Chapter 1] Case Overview

Autumn 2008: My company (where I serve as President) executed an employment contract with Chinese students holding student visas, promising to hire them upon their university graduation the following spring.

Late 2008: The Lehman Brothers bankruptcy triggered a global financial crisis, resulting in the abrupt cancellation of our upcoming system development projects.

2009: Due to the severe economic downturn, we were forced to rescind the job offers. Consequently, the graduated students had no choice but to continue working at the restaurants where they had been employed part-time during their studies.

May 2010: These former Chinese students were arrested for "Activities Other Than Those Permitted Under the Status of Residence" (Violation of Article 70 of the Immigration Control Act).

June 2010: I and our Chinese recruitment manager were also arrested. The charge brought against us was "Aiding and Abetting" (under the Penal Code) their unauthorized technical employment.

The Prosecution’s Logic: The prosecution asserted that our prior issuance of the employment contract constituted a "false document," which subsequently aided their unauthorized work.

[Chapter 2] Fatal Flaws in Judicial Interpretation

This indictment and subsequent judgment completely disregard fundamental legal principles, relying on an entirely arbitrary interpretation of the law.

Under Article 22-4, Paragraph 1, Item 4 of the Immigration Control Act at that time, submitting false documents merely granted the Minister of Justice the authority to revoke a residency status as an administrative disposition (leading to deportation). The act of submitting false documents itself was not codified as a criminal offense. Logically, one cannot be convicted of "aiding and abetting" an act that is not a crime in itself.

The court’s reasoning followed a convoluted chain of causality:

A residency status was obtained via a false employment contract.

The individuals resided in Japan based on that status.

Consequently, they engaged in unauthorized part-time work.

Therefore, the issuer of the initial contract aided and abetted the unauthorized work.

This is a far-fetched, flawed causal link that completely violates the principles of modern legal logic.

[My Argument]

Confusion of Administrative Dispositions and Criminal Penalties: The Immigration Control Act explicitly designates the consequences for false documentation as administrative measures (revocation of status and deportation). The legal process concludes there.

Absence of a Principal Offender: The actual employers of the restaurants where the students worked were never prosecuted for "Encouraging Illegal Employment" (Article 73-2 of the Immigration Control Act). Under the principle of equality under the law, it is a legal contradiction to punish us for aiding and abetting when the principal employers themselves were not prosecuted.

This same flawed legal doctrine was later improperly applied to diplomats and embassy staff.

Continued in the Saturday Edition.

Part 3: A New Business Model via Special Economic Zones

I propose the establishment of "Special Economic Zones" designed to accept refugees and migrants as "temporary migrant workers," with their residency restricted to these designated zones.

This framework offers a dual benefit: advanced nations secure low-cost labor to drive economic growth, while migrants receive human dignity, secure jobs, and free access to housing, food, healthcare, and education.
